                                                    PROSECUTOR’S SCHOOL
                                              State non-commercial organization

Prosecutor’s school was founded on the base of the RA Law “On Prosecutor’s Office” and according to the Prosecutor General’s order N 46 dated 19.07.2007.
The base of organizing the school activity was the research centre of the RA Prosecutor General’s Office which was dissolved with the creation of school.
The base of the elucidation of directions of Prosecutor's school's activity is recognition, revealing the efficient measures and methods and their practical usage according to which the normal activity of school and its participation in the present public relations are organized.
The aim of the Prosecutor’s school is staffing the system of the RA Prosecutor’s Office with professionally trained personnel, improvement of professional knowledge and working skills of prosecutors and state employees of the staff of the Prosecutor’s Office, implementation of educational programs by using contemporary scientific engineering methods, promoting the improvement of the legal system.

                            THE FOUNDATION OF THE RA PROSECUTOR’S SCHOOL

According to the article 62 of the RA Law '' On Prosecutor's Office''
1. The Prosecutor's school implements
1. the professional training of the persons included in the list of candidates of prosecutors,
2. the annual and additional training of the prosecutors,
3. the retraining of the state employees of the staff of the Prosecutor’s Office,

2. The Prosecutor's school is a legal person with a status of state non-commercial organization without the aim of getting income.
3. The activity of Prosecutor’s school is organized according to this law, the RA Law “On State Non-commercial Organizations” and the charter of Prosecutor’s school. The RA Law “On Education” does not influence on the Prosecutor’s school.

                                            MANAGEMENT AND STRUCTURE

According to the RA Law “On State Non-commercial Organizations” and the charter of the Prosecutor’s school the government of the Prosecutor’s school is implemented by the Prosecutor General as a constitutive and authorized body, as well as by the headmaster as an executive body . The Prosecutor General implements the general government of the Prosecutor’s school, while the headmaster carries out the administration of current activities. There are two boards in Prosecutor’s school with their appropriate heads, senior and junior scientific workers and Methodist specialist. Technical and administrative service staff is involved in school as well to provide the normal activity of the Prosecutor's school. Skillful prosecutors of the RA Prosecutor General's Office, as well as well-known specialists of several spheres of law work on contract basics in Prosecutor’s school.

                      CONFERENCE HALL, LIBRARY AND CENTRE OF COMPUTER TRAINING

Conference hall of Prosecutor’s school is repaired and furnished where not only seminars prescribed by the educational program, but also international seminars and meetings can be held. For that purpose the hall is provided with synchronic interpretation equipment, a furnished room with a lot of books and magazines on law. It assists both the employees of the school and the employees related to Prosecutor’s school.
Besides the classrooms provided for trainings, there is also a library in Prosecutor’s school which is a comfortable computer centre for training. With the assistance of Armenian office of UNO development program and the UNO Committee on the Issues of Drugs and Crime a computer training centre was created in Prosecutor's school.
The aim of the centre is to implement an appropriate computer training program against organized crime, as well as drugs and trafficking, money laundering and other transnational organized crimes developed for law enforcement bodies . For that purpose the library of Prosecutor's school was replenished with 21 computers.

Other activities.
It should be mentioned that apart from the above-mentioned educational programs the Prosecutor’s school can implement other educational programs as well on contract basics or by its initiation, particularly in 2009 the school implemented
- lessons on corruption in senior classes of secondary schools,
- retraining of employees of Special Investigation Service,
- retraining of employees of the Committee of State Incomes
- retraining of military commissaries.

                                                           EDUCATIONAL PROCESS

With the purpose of providing the direct participation and involvement of auditors round table lectures are held. Besides directness, this method provides the visual connection between participants, the high level of exchanging opinions and listening to each other. The method of e-learning is widely used in Prosecutor's school. On the base of the needs and the noteworthy contemporary issues of the auditors studied and revealed in advance educational handbooks are formed. The e-versions of educational handbooks are created for raising the level and availability of the perception of materials. Moreover, taking into consideration the fact that the simultaneous use of a person's two senses raises the level of perception of the material for 4-5 times, the handbooks are toned providing the sound of the e-material parallel with reading.

With the purpose of providing the efficiency of learning, the handbooks with their e-versions are given to the auditors in order to get acquainted and be involved in learning process in advance, to ask their questions during the lessons. Practical classes in the educational program of Prosecutor's school are of first importance. At the end of each week seminar-discussions are held with the participation of prosecutors.

The participants, choosing topics for speech from the list beforehand, present it at the seminar acting as a teacher. This method raises not only the professional, but also the oratorical skills. In the framework of professional training of persons included in the list of candidates of prosecutors the auditors take part in judicial games acting as a prosecutor, a defence, a defendant, a victim and a witness.
The auditors, who had lessens at school, take a qualification exam and if they pass it, they are given a certificate.
                                                             PUBLISHING ACTIVITY

The creation and publishing of the educational and scientific methodological literature is one of the main functions of the Prosecutor’s school. A number of handbooks have been published since 2008 such as “Psychology of Governing”, “Corruption and Struggle against it”, “Chronicle of Judicial Reforms Carried out in the Republic of Armenia”, “Charter of the Prosecutor’s Office of the Republic of Armenia”, “Lessons on Corruption”, “The Activity of Inquiry Bodies”, “Issues of the Operative Intelligence Service Activity” in the context of the RA Law “On Operative-Intelligence Service Activity”, “The Peculiarities of the Investigation of Cases on Evasion from Conscription or Alternative Military Service”, “Psychology of Prosecutorial Activity”, “The Issues of Struggle against Administrative Violations of the Sphere of Military Records'', ''Criminal-legal and Criminal-scientific Analyses of the Main Types of Official Crimes'', ''Struggle against the Money Laundering''. The e-versions of these handbooks are created as well.

                                                     INTERNATIONAL COOPERATION

Some of the functions of Prosecutor’s school are also the cooperation with domestic and foreign state and public institutions and interested physical persons, the participation in the domestic and international research and educational programs and their implementation in the framework of its competence.
The Prosecutor's school seeks to expand the cooperation with international organizations in order to organize the procedures of teaching and training according to European criteria, which are interested in founding a more stable system guaranteeing the human rights and freedoms, the development of democratic institutions, the protection of rights of vulnerable groups, the strengthening of priority of law and establishment of civil society.
It should be mentioned that the Prosecutor’s school is a member of Lisbon net and cooperates with a number of international institutions, such as EU, UNO, EC, OSCE, Help program, the Union of American Lawyers, the Prosecutor's Office of Poland, the high school of Georgia and so on.
It should be mentioned that in the framework of the agreement signed between the Prosecutor's school and EC a seminar-discussion took place devoted to the clarification of the article 3 of European Convention of Human Rights. A number of issues were revealed and discussed during the seminar. International and national experts had speeches. This seminar was held for prosecutors and inspectors of Special Investigation Service.
